The robot was following Goku EVERYWHERE right? Then why didn't it know he went into the RoSaT?
Who says it didn't? Perhaps that's another something else he figured into his calculations.
Wouldn't Cell have put 2 and 2 together and realized the reason Vegeta and Trunks got so powerful so fast was the room Goku used as a kid where 1 day = 1 year?
How powerful did Goku get using the room? Perhaps Cell figured they couldn't have improved by so much based on how well Goku did.

Simple really it was Hax. Especially considering they didn't know about SSJ yet are thousands of levels above SSJ.

cell wasn't programmed with any knowledge beyond absorbing the androids. all his knowledge of the z fighters came from his genetic memory. he still should have known about the rosat, though, because his goku sample came from the fight with vegeta. it was an oversight on his part. he's not perfect, you know. also, i'm sure krillin was told about the events that occured while he was dead. and, those 3 events still possibly qualify for a zenkai.

Question. Didn't Gero get info on the young Super Saiyan (Trunks) during the beetle with Frieza and his father?

No, he didnt know who Future Trunks was.
Only his supercomputer knew about him, since the bug that followed the Z Fighters was connected to it.

one of the biggest controversies within dragonball is why were the androids as powerful as they were. i believe i've discovered the answer.

if dr. gero was monitoring goku from anytime before king piccolo was released all the way up to the fight with vegeta, he would learn 2 very important facts about saiyans.

1. that after severe injuries, a saiyan heals even stronger than before. he has at least one, and possibly as many as 4 zenkais to observe before goku leaves for namek. a. king piccolo round 1. b. holy water (assuming it actually triggered the zenkai process, and isn't a true potential release) c. king piccolo round 2. d. post vegeta fight, if gero was still observing all the way until goku left earth.

2. oozaru. dr. gero would learn about the oozaru form, including the conditions for transforming, the power multiplier, and the fact that saiyan tails regrow.

with these two facts in mind, dr. gero built the androids to deal with the worst case scenario: that goku, gohan, and vegeta all gained several zenkais and regrew their tails before the androids were complete. that's why the androids were ssj tier fighters, because they were designed to defeat 3 haxed oozaru at once.
I like this explanation about their power. This makes a lot of sense imo, since Dr. Gero only knew about the Zenkai's and the Great Ape, it's perfectly logical for Gero to calculate three Great Apes who's received several zenkai's.

Sorry to revive an old post, but today i rewatch the episode were Goku turns SSJ against Artificial Humans 19 and 20, and 19 mentions that is a multiplir level superior to Kaioken, which means that also we have to count Gero's calculations of Goku's Kaioken, perhaps he calculated that Goku would develop the technique far beyond the multiplier x3 to 10x-20x, perhaps even higher.

I don't remember hearing that and it is hard to figure if Kaioken multiplications past x4 were fully accounted for.

19 (in English Kai and Japanese Z and Kai) confirmed that Super Saiyan differed from the Kaioken technique. That would therefore confirm their knowledge of the initial Kaioken. SInce they analyzed Goku vs. Vegeta, they would be at least be knowledgeable of x2, 3 and 4. Since they saw that it severely exhausted Goku, and by the fact they would decide to stop research in one particular subject if they believe they know enough.

So, from what we can gather, they incorporated what they learned of the first Kaioken into the design and possibly x2- x4

It would seem weird that they would know how strong the zenkais became. This mostly happened on Namek

I don't think this is in the manga. Did you see the English or Japanese version?
Latin American Dub which is more accurate than the English ones. It a shame that in the English dubs many things are invented over the Japenese script.

He literally says something in the lines of "this is a different technique than the Kaioken" after Gero remarks Goku's increase.
However, ill check the Kai version subtitled in Spanish.

Nah in the manga i'm pretty sure there was no mention of the Kaioken after Freeza.

there was no mention of the kaioken, but i don't doubt that they knew of it, as well. in which case, they would expect goku to have improved on that technique, decreasing the damage he takes from the x3 and x4, and possibly teaching gohan as well.

@zenkais i didn't say they knew about the super zenkais, just that they would know about the existence of the regular zenkais.

they would prepare for the worst case scenario, which would be goku, gohan, and vegeta all getting several zenkais, regrowing their tails, and controlling their oozaru form, with goku and possibly gohan having the capability to multiply their power 4x beyond that with the kaioken.
